Role Summary:
Implement and maintain the Site Environmental, Health, Safety and Security Management System, ensuring compliance with all relevant statutory, regulatory, contractual and company requirements. Define and monitor actions to improve EHS Performance in Construction & Commissioning and to reduce likelihood and severity of EHS events and Site Security breaches. Lead and manage in the most efficient manner the EHS team members to provide the suitable support to the site management team.

Essential Responsibilities:
Behave as an example for others and provide full and active commitment in the deployment of the GE EHS Policy and any additional project-specific written statement.
Personally comply to all applicable EHS regulations, included but not limited to GE EHS procedures and rules and Code of Ethics.
Monitor the effectiveness of the site related rules defined in the Project EHS plan, revise as necessary in agreement with the Project EHS Manager and Site Manager, and take appropriate actions in the event of non-compliance.
Continuously provide relevant information to the site management in relation to any arising situation.
Ensure full implementation of ALSTOM standards and procedures at site (EHS Directives, Work Instructions and Guidelines, EHS Framework standard, etc.)
Define and implement an EHS Subcontractor audit program to monitor compliance with all relevant statutory, regulatory, contractual and company requirements.
Monitor fulfillment of EHS contractual requirements established with the Subcontractors
Monitor the implementation of the Commissioning Safety Rules and take appropriate actions in the event of non-compliance.
Actively communicate on the EHS Framework requirements and ensure the Site Manager monitors and maintains site compliance with the associated EHS Requirements.
Prepare, implement and maintain emergency plans, security programs and site access control procedures.
Set up and administrate the EHS training program for site personnel.
Advise site personnel on all aspects of EHS applicable to site activities.
Organise (and deliver, when relevant) adequate EHS communication to the ALSTOM site personnel whenever required (communication on specific EHS issues, EHS awareness campaign, etc.).
Ensure EHS is considered by the Site Management in the coordination of site activities, especially where interfaces are involving subcontractors or operational areas of plant.
Ensure full implementation of the risk assessment / method statement identification, preparation, review and communication processes.
Ensure that all Accidents/Incidents are recorded, investigated and analyse to prevent reoccurrence.
Ensure the Permit-to-Work processes are fully implemented.
Ensure the full implementation of the EHS communication processes, including preparation and facilitation of the monthly EHS committees.
Ensure full implementation of the incentive and disciplinary procedures at site.
Monitor quantity and quality of the site EHS inspections carried out by the site personnel.
Ensure provision of the site EHS induction in accordance with ALSTOM requirements.
Lead by example in complying with the site EHS rules.
Advise site management on legal exposure and EHS concerns related to any change or decision
managed at site.
Prepare and submit a weekly & monthly EHS report to appropriate personnel.
Providing the photographs related EHS.
Provide the closeout report , feedback report and lesson learnt.
Actively participate in the management of change processes, by providing EHS-related feedback regarding issues arising on site to the relevant department (Engineering, Supply Chain, Construction & Commissioning), through the appropriate tools and communication channels (Project EHS Manager,
ERS, NCR, constructability reviews, etc.)
To intervene whenever site activities do not meet the established EHS requirements of the risk
assessment / method statement.
Stop any activity whenever there is an immediate danger.
Coordinate an emergency response situation in accordance with the Site Manager directions.
Take actions in line with the disciplinary procedure and the zero tolerance policy.

Mandatory Qualification:
Degree/ Diploma in Engineering or BSc (Physics, Chemistry and Math) Plus Full Time/ Regular Post Diploma in Industrial Safety from State Technical Boards or from a reputed and recognized University.

Experience: 7 to 10 years of experience in EHS at Construction sites/ projects of Thermal Power Plants/ Oil and Gas/ Heavy Machine Building/ Infrastructure.

Desired Characteristics:
Additional Qualifications (not mandatory) :
1) Diploma in Environment Management,
2) IGE from NEBOS for MS from IOSH or OSHA Qualifications,
3) Certified Lead Auditor for OHSAS 18001 and ISO 14001.
