Overall target of the position

Logistics specialist is the leader of logistics with a given project and is fully responsible for the overall fulfilment of the transportation targets and commitments in the project ,and related process, including time, cost and quality.

Job Assignments, Measurements & Sphere of Influence

Tasks & Responsibilities

Description of the main principle tasks & responsibilities in the dimensions of operational, financial, process & tools, and people related

• SPS outbound project logistics transport management/handling with PPLM/PM

• Manage RFQ, Bid Evaluation, PO Recommendation, PO (or TO) issue, administration, Reporting, Payment, Claim, Back charge and PO (or TO) Close-out. 

• According to logistics function request, organizing and monitoring the operation. Prepare/set up and implement the logistics work instruction and process

• Support tendering project, including estimate cost and make transportation proposal.

• Making transportation strategy and arranging transportation resources to fulfil the project

Requirement.

• Quality, costs and on time delivery of the material and services for the Project.

• Tracing and making record in the transportation process.

• Manage and monitor suppliers’ service for fulfilment of the project requirement.

• Support PPLM for fulfilment of the sourcing targets and commitments in the project.

• Support SPA to execute material delivery on time.

• Shall follow EHS and Compliance rules.

• Shall update the transportation status and reports regularly, ie weekly, monthly, yearly.

• Shall follow all Logistics processes and tools.

• Collect and update transportation regulations and law, and organize workshop to share the related information to other function.

• Other tasks assigned by managers.

• Yearly cargo volume.

• Yearly spending and cost control.

• No Compliance and EHS issue.

Autonomy/Authority

• To make decisions and issue instructions in his/her project sourcing scope as the Owner of the Budget and of sourcing resources of the project.

Education & Trainings

Mandatory (MUST)

• Commercial or Business Administration Bachelor/Master Degree.

• Good understanding in Sourcing domain.

Desirable (NICE TO HAVE)

• Engineering degree

Professional Experience

Experience gained on the job during professional life

Mandatory (MUST)

• University Bachelor Degree in logistics or transportation management or commercial business studies.

• 5~8 years of working experience in logistics and transportation.

• Passed CET-4 or CET-6 English test.

Desirable (NICE TO HAVE)

• Oversea project logistics Management experience (EPC and iPP projects)

• Experience in Engineering, Power Plant Products (Turbine ) .

Behavioural and/or Technical Know-how

Mandatory (MUST)

• General knowledge of domestics and international transportation standards, policies, procedures, and Logistics management philosophy.

• Knowledge about transport regulations and restrictions in China, ability to negotiate with transport companies.

• Can work for the different products and in multiple locations

• Good team player, organization skills, communication skill, cooperation spirits, learning new knowledge ability.

• Risk management knowledge.

• Strong writing and communication skills, transparency, team spirit.

• Ability to work efficiently in cross-functional teams.

• Accountability, resilience, autonomy, and leadership.

• Decision making, problem solving, ability to independently resolve issues with difficult suppliers.

• Basics in scheduling/planning of large and complex projects.
