Role Summary: Responsible for managing the tendering activities on assigned domestic and international proposals / bids, contract negotiation, and compliance with contract commitments, and commercial risk assessment related to preparation and submittal of proposals, and cost estimates for offshore wind power plants towards customers.
Essential Responsibilities: Develop proposals; work with an international team of Tender Managers in close cooperation with the Business Sales Manager and will lead the preparation of the technical and costing parts of the tender response. Provide the focal point on bid activities with internal groups, partners and sales with the objective of submitting on-time and winning offers to our customer. The LCPM will prepare and negotiate all technical relevant appendices related to the Turbine Supply Contract (TSA).
Support the Business Sales Managers (BSM) in their efforts of Business Development through preparation and presentation of technical presentation to customer (e.g. participate to due diligence exercise with customer, banks, insurance, etc.),
Support the Business Sales Managers (BSM) in preparing / defining technical specification & evaluation criteria.
Act as the technical lead of the assigned tender,
Analyze the tender request received from customer,
Organize tender kick-off, present technical offer strategy,
Dispatch the request to the different technical departments of the business,
Lead technical review meetings with the technical teams to ensure common understanding of the offer strategy & on-time delivery of the tender technical & costing inputs,
Organize clarification meeting with customer when required,
Define strategy for technical deviations,
Gather all technical element, including necessary technical documentation, to build the offer,
Gather all the cost elements and ensure the cost solidity of the proposal,
Monitor & present Technical Risk Assessment in respect of Risk process guideline,
Review completeness and quality of the offer texts and documents;
Prepare GE answer (responsible for the Offer document and technical appendices) to RFQs following customer requirements and in respect of the mandate.
Ensure all technical clarification are answered on time,
Lead the technical negotiation with support of internal experts,
Present for approval any change in the technical solution arising from the clarification & negotiation exercises.
Participate in development of new business opportunities with customers through conferences, trade shows, site visits and/or budget pricing submittals
Support the BSM and present the cost calculation and the technical elements of the contract to the execution team
Qualifications/Requirements: Bachelor's Degree in Engineering, Business or related degree from an accredited college or university with a minimum of 3 years of proposal or engineering experience OR HS Diploma / GED with a minimum of 9 years of proposal or engineering experience
Ability and willingness to travel internationally up to 30% of the time on short notice; as required
Ability and willingness to work remotely
Ability and willingness to be located in Boston, MA or Providence, RI

Bachelor’s or Master’s Degree in Engineering (Electrical or Mechanical)
Wind industry experience in offshore wind industry engaged in Engineering or Sales
Strong oral and written communication skills.
Strong interpersonal and leadership skills.
Ability to coordinate several projects simultaneously.
Ability to influence others and lead the technical part of tender process
