Role Summary: The Project Quality Engineer has to ensure the quality of the project from Sales Handover to PAC regarding:
suppliers of the components
erection on site
commissioning on site.
Sales Hand-over support upon request- analyse and verify the Customer requirements in terms of Quality requirements (included in the tender or from other possible sources), participate on the hand-over meetings from sales to the project execution team where necessary, ensure that the hand over protocol is signed and ensure follow up activities as defined with records
Project start up-raise deviations requests in accordance with DEF STAN 05-61, ensure that open items/ deviations are clarified together with the relevant team members and PM, analyse the contract to determine all Quality and certification requirements, prepare any specific process and documents as required by the contract, participate in the internal Kick-off meeting with the core team, present the Quality and EHS requirements for the contract
Support the PM in preparation/participation/presentation of external kick-off meeting
Process, Management system & Procedures- provide regular feedback to Project Quality Manager if process and procedures are used and fit for purpose, Monitor Supply Chain and participate in review of quality assurance documentation and records, ensure that traceability of reviews and project team meetings (minutes, actions) are stored appropriately, identify the legal QEHS requirements applicable to the contract; get the local requirements from the end user of the delivered project if necessary, Establish and Quality Assurance Plan for projects, Create/ manage Inspection & Test Programme for contract
Assist with preparation and participation of project phase reviews. ensure that project related concept/design/system reviews are carried out and the identified corrective/preventive actions
Reporting- review and report the current status of the project every three months for the project, review in the requested format (i.e. NCR’s and quality related matters)
Customer-establish forecast list for customer witness points, Manage customer witness points, that means invite the customer to the agreed inspection and test dates and coordinate with all parties involved, clarify and monitor the Interfaces to other businesses , accompany customer and third parties in the review of tests (witness) according to I&T program and create internal reports and mutual MoM for Industrial
Steam Turbines products- coordinate with other business if necessary, ensure that customer / third parties will be accompanied by specialist if necessary, assist external audits by customer and third party for project audit, Ensure the review and checking of quality records for Customer End Of Manufacturing Report, Issue the project specific "End of Manufacturing Report", Prepare necessary CE Declarations and the related supporting documentation if and where applicable
Design Phase- ensure that contract requirements are transferred to all parties involved and taken into account during order execution, prepare and manage the I&T program, witness points and adequate Quality documentation and deal with deviations, ensure that applicable standards are applied
Quality Documentation- gather and compile Q&EHS documentation, ensure adequate hand over and archiving, prepare Certificate of Compliance for signature if necessary
Construction and Commissioning (if contractually necessary)-Support Erection Project team as requested, Ensure I&T program (excluding ITPL and construction procedures), Support commissioning Project team as requested, Ensure I&T program (excluding ITPL and commissioning procedures).
Claim Management- Check NCR cost categories and initiate and support claim against customer and suppliers, including NCR controlling
NCR's, get customer approval, if necessary, for deviations, repairs etc, NCR review of site and factory NCR’s, management of NCR Data base
Experience Feedback to facilitate the PM in issuing the final project reports and to give inputs to experience feedback/ lessons learned to advantage other projects
