Role Summary: Head of Legal & Compliance for the IF-China LeaseCo reporting to the IF General Counsel with a dotted line to the IF Chief Compliance Officer
Essential Responsibilities: • Lead and build the Legal & Compliance IF-China LeaseCo function in accordance with GE Capital and IF framework as well as local laws and regulations • Provide Legal & Compliance leadership to IF-China LeaseCo including collaboration with cross-functional teams to promote the mandate of Industrial Finance • Draft/review/negotiate legal financing documents including equipment leasing and loans • Develop and implement robust legal infrastructure and compliance program including compliance training to IF China LeaseCo employees, managing legal & compliance risks in line with the GE, GE Capital and IF compliance programs and industry/local practices; and conducting investigations. • Prepare & deliver clear and regular monitoring assessments and reports to key stakeholders at appropriate governance committees • Work closely with the Legal, Risk and Operations teams to ensure compliance with local and applicable legal and regulatory requirements; identify emerging risk areas and take corrective action plans as appropriate • Manage China and other applicable regulatory compliance matters and government relationships. Develop China Early Warning System as needed • Act as on-site Ombuds Leader
Qualifications/Requirements: • Degree in Law, licensed to practice in China preferred • Top in-house legal counsel and senior compliance leader experience, international law firm, top local Chinese law firm (including international experience) for 10+ years. Specialized in general corporate regulatory and compliance work in the PRC • 5+ years prior Compliance, Audit or Regulatory experience in an MNC • Knowledge of the financial services, capital markets, and leasing laws and regulatory environment. • Strong leadership and communications skills under both Chinese and US culture. Ability to effectively challenge the business • Demonstrated problem solving and analytical skills and ability to understand, articulate and persuade on significant legal and business issues • Independent thinker who can work with minimum supervision and fast learner • Execution oriented • Fluent in Mandarin Chinese and English.
