Role Summary: The Senior Cost Controls Leader, Project Controls is responsible for creating, leading and developing a Cost Control Function within the Subsea Production System Business.
The incumbent is responsible for the coordination of cost reporting and cost control assurance required to support delivery of the Projects per GE policy and objectives, consistent with good industry practice and in compliance with GE’s Quality Management Systems • Provide oversight and input to the overall Project Controls execution plans; promote the value and importance of trending and timeliness in raising and dealing with trends. • Develop, implement and manage the cost controls function to meet project requirements including the update of budget allocations, actual cost of work assessments and forecasts. • Interface with project personnel to, analyse project costs, validate accuracy of cost assessments and forecasts and prepare budgets. • Develop, oversee and maintain cost management systems and associated coding structures to support effective cost reporting and analysis. • Identify business needs and implement effective functional solutions. • Solve complex problems by drawing on and coordinating other technical and/or business resources; serve as a resource in solving difficult problems. • Review and understand all relevant documents, conditions, legislative requirements and standards pertaining to Projects. • Establish and define cost oriented project control procedures; identify the level of resources required to operate them. • Establish and agree the level and frequency of reporting required by Projects. • Establish and communicate cost baselines and ensure control mechanisms are in place to monitor performance; conduct assurance reviews to validate the integrity of the cost management systems and the cost control environment. • Provide necessary advice, support and services to Project Directors and Project Team regarding project cost status, team performance and organizational development. • Review overall Project status with the Project Controls team and Project Management and recommend corrective action where necessary. • Lead cost controllers in consolidation and monitoring of all sub project cost inputs, analysing progress and cost movements to detect deviations and alert the Project Management Team to issues and potential problem areas • Ensure that all cost reports are prepared and issued in accordance with the requirements of the GE procedures. • Direct the preparation of contingency plans and associated implementation schedules as necessary. • Liaise with Project teams at all meetings relevant to project operations and ensure that the cost forecasts are updated to reflect latest information. • Ensure the maintenance of quality, access and security control of Project data and provide training to others as required. • Ensure Quality Assurance processes are met; and quality documentation is thoroughly and accurately completed. • Attend Project Controls team meetings; organise and lead Cost Control team meetings, ensure all relevant documentation is circulated to respective personnel and teams. • Provide statistical information on project cost performance and any other pertinent matters to the Project Controls Leader – PMO; prepare and distribute periodic sub-contractor evaluation and performance reports as required. • Demonstrate behaviours in line with GE Beliefs, Principles, Values and Commitments at all times, ensuring the work environment is free from harassment and discrimination.

Qualifications / Requirements:
• Cost Engineering Industry Awareness: Full understanding and working knowledge of the key principles of total cost management ideally with understanding and affiliation with AACEI. • Commercial Awareness: Full understanding and working knowledge of all aspects of lump sum and reimbursable project related financial and contractual management clauses in areas such as but not limited to Application of Rates, Confidentiality, Completion Notices, Payment Profiles & Cash flow, Variation Control, Escalations, Cancellation, Hedging etc. required to make sound ITO commercial decisions • Risk / Trend Management: Understanding of key commercial risk modelling and trend analysis techniques. • Technical Product Knowledge: Understanding of subsea production systems a plus • PC Literate: Excel, Oracle, PRISM, Oracle Crystal Ball • Personnel Management: Successful candidate will be able to demonstrate experience in managing commercial resources and growing and developing staff assigned. • Diploma/Degree holder in engineering, QS or commercial discipline or equivalent knowledge and experience. • Significant years management or supervisory experience in a project controls discipline on major projects or corporate function in Oil & Gas or related process industries. • Sound understanding of project management processes with ability to direct / coach others in their application. • Strong tactical thinker with expertise in system design changes and enhancements • Demonstrated ability able to develop or adopt standards, procedures and processes for a specific project control function. • Solid understanding of the impact contract strategy has on the function and capable of influencing the contract formulation accordingly. • Proven ability to understand and generate tactics to support realization of functional strategies • Proven team management skills to lead in a project environment and ability to promote EHS responsibility within the team. • Strong level of interpersonal, oral and written communication skills with the ability to interface, interact and work in and within PMO; and external parties as required. • Demonstrated skill and flexibility in prioritizing and handling tight deadlines and constantly changing priorities whilst managing highest standards. • A preparedness to learn and adopt new work practices, systems and procedures. • Ability to work in a diverse cultural team environment; be able to work unsupervised; accept responsibility and act on directives. • Strong analytical and problem solving skills with sound technical competence in multiple discipline areas involving complex stakeholder management. • Self-motivated, highly efficient, proactive and professional with a respect for confidentiality.
