Role Summary: The Buyer will work closely with the relevant Cell Culture teams, following an individual work plan and meeting day-to-day short-term objectives of the Singapore Dry Powder Media (Cell Culture) manufacturing site. Has the ability to resolve issues through immediate action or short-term planning.
Essential Responsibilities: • Execute and lead all purchasing activities on site, covering both direct and indirect materials and ad-hoc purchases, against optimum quality and schedule needs. • Work with the sourcing team to support the site on sourcing of both direct and indirect materials, including alternate suppliers. • Evaluate current and anticipated requirements, determine potential sources, obtain bids, and plan programs to meet business needs. • Support invoicing and payment process for all purchase orders. • Serve as back up production/supply planner, supporting planning/scheduling of production materials and jobs. • Serve as back up for the posting of completed production jobs (i.e. update material consumption and product inventory in BioProd Oracle system). • Manage and ensure all purchase documentations for site operation are in proper order (i.e. properly archived). • Serve as the point of contact between the site and suppliers/vendors. • Support QA in supplier qualification, supplier evaluation and corrective action follow-up. • Support site EHS initiatives and drive continuous improvements in purchasing process (e.g. cost cutting initiatives relating to purchasing of both direct & indirect materials).
Qualifications/Requirements: 1. High School Diploma or equivalent 2. 2 years’ experience in administrative work, supply chain or purchasing 3. Solid communication and analytical skills (well versed in both written and spoken English)
Quality Specific Goals: 1. Aware of and comply with the GEHC Quality Manual, Quality Management System, Quality Management Policy, Quality Goals, and applicable laws and regulations as they apply to this job type/position 2. Complete all planned Quality & Compliance training within the defined deadlines 3. Identify and report any quality or compliance concerns and take immediate corrective action as required 4. Knowledge and understanding of GEHC Purchasing Controls Procedure and associated Work Instructions and operates within them to ensure that all purchased product and services conform to specified requirements. 5. Develop and maintaining of fully qualified and compliant supply base.
