Role Summary: The Engineering Proposal Project Manager will be responsible for ensuring the engineering team provides high quality engineering plan inputs & deliverables to the Commercial Proposal Leader for new business pursuits of the Digital Solutions business.
Essential Responsibilities: The Engineering Proposal Project manager will represent engineering in the Commercial ITO and Deal Review process to ensure engineering awareness and alignment with current and future business pursuits. You will ensure effective and orderly handover to engineering team (OTR) upon successful proposal / opportunity win. You will be responsible to ensure that a concept solution is created and coordinated with the entire proposal team. You will also be responsible to ensuring that the initial proposed execution schedule is complete and viable.
The Engineering Proposal Project Manager will provide operational project management control over all the engineering efforts to properly review proposals & new opportunities, develop engineering conceptual design options, identify and mitigate risks, develop engineering scope, schedule and cost estimates, develop resource plans and engage the necessary engineering management for plan approval and buy-in. You will be accountable for planning and executing the work to deliver assigned proposal deliverables and reporting status to management. In this role you will also be responsible for driving resolution of engineering plan risks & issues amongst the various teams within engineering, product management, finance and Sales.
Upon successful proposal / new business win, the Engineering proposal project manager will initiate review of the as-won project and engage the engineering execution team to ensure alignment with proposed engineering plan and raise any risks / issues with commercial team. You will drive effective handover from commercial team to the executing engineering team.
In addition, you will:
Work closely with Product Managers and Engineering to define product and project requirements that will meet proposal objectives, including coordinating a traceability analysis for all known requirements
Ensure all engineering stakeholders are aligned and agree with proposal scope, deliverables and timelines
Identify weaknesses in engineering proposal process and recommend and implement improvements
Work closely with Program Managers, System Engineers, Software Engineers, Software Quality, IT / DevOps, and cross-functional teams to plan and drive the development of engineering plan for proposal
Manage proposal effort so that all engineering proposal deliverables can be developed and properly reviewed and delivered on time to commercial leader
Develop, communicate, and maintain a proposal project plan, work breakdown structure (WBS), and schedule
Coordinate reviews of engineering proposal deliverables
Develop proposal activity list and identify resource requirements
Monitor new business pursuits and proposal activity and regularly communicate to engineering team and leaders
Maintain, communicate, and update the status of engineering action items for a given proposal effort, and ensure that action items are closed out appropriately
Prepare proposal status reports and report to stake holders and upper management, as necessary
Maintain records of all engineering proposal plans
Bachelor’s Degree in Engineering or a Technical field
Minimum of 5 years of experience in software development
Minimum of 2 years of experience in Project Management (Including; planning, analysis, and cost control)
Minimum of 2 years working in Agile development environment
Minimum of two years in providing engineering estimates in proposal / ITO environment Eligibility Requirements:
Willingness and ability to travel internationally and domestically up to 25% of the time
Proven track record of successful project delivery
Strong interpersonal and leadership skills (Ability to guide and influence others)
Project Management Professional (PMP) certification
Certified ScrumMaster (CSM)
Proficient in Microsoft Project planning software
Proficient with Rally / Agile Central
Experience with Clarity PPM (Project & Portfolio Management)
Familiar with Software Development lifecycles and processes
Strong technical aptitude including; applicable engineering tools and systems
Railroad industry experience
Demonstrated process orientation in approach to work
Strong understanding of project accounting and finance
Understanding of estimation and budgeting processes
Experience in managing integration projects with sub-contractors
Experience working with and managing international teams
