Role Summary: Assist Director Tendering for the multiple parallel tenders in coaching and supporting the Tender Managers for the assigned projects, in developing standard tools and methods to be applied by the TMs. This in the tender preparation, risk review, clarification and negotiation phases. • Support the Tender Manager in definition, implementation and monitoring the technical tender • strategies (Project execution strategy, the tender schedule, the project management aspect).
Essential Responsibilities: • Recruiting, training and development of Tender Managers. • Define sound Technical Strategies for Performance & Cost Improvements in all Tenders and advise BSM. • Review, cross-check and improve Tools, Processes and Work Instructions of Sales & Tendering. • Guidance and appraisal of TM allocated to the STM. • Ensure that the Tender Managers follow the sales & tendering process as outlined in the process descriptions. • Support the TM in overall technical optimization of the projects (e.g. making use of all possible product application and cost reductions and optimal sourcing possibilities). • Support the TM in elaborating the tender preparation schedule. • Support the TM in the Risk Review and endorsement processes. • Support the TM in the clarification and negotiation phases. • Support the TM in handover phases. • Survey the progress and expenses of the projects. • Ensuring the experience feedback to TM and execution and development. • Technical Lead of projects in tendering as per Tender Manager Job Description. • Support the TM in the Definition, update and control of the technical tender preparation budget. • On request, be a part of Pre-Acquisition Capture Team and Participate in Pre-Acquisition meetings internal and external (with Customer) • On request, contributes in R&D Platform Management, R&D Reference Plants and future Sales & Marketing Strategies with Technical suggestions and feedbacks. • Technical lead and co-ordination of team members within the project (mechanical, electrical, instrumentation, arrangement, piping and valves, construction engineering, procurement, quality assurance, quality control, EHS, construction and commissioning, project management, logistics, training, process, POCC, RAM, Performance Guarantee, etc….) under the overall lead of the Business Sales Manager (BSM). • Supporting the ALSTOM policy according to project winning strategy as defined by BSM. • Leading and supporting the technical Tender team taking into account the time, cost and quality targets. • Technical lead and negotiations/co-ordination with sub-suppliers, ALSTOM internal and external partners in technical related issues, in line with ALSTOM enquiry specification/requirement, regarding DOW, scope, delivery time, agreed deviations to the specification and technical guarantees and performance, under the overall lead of the BSM. • Supporting the BSM by issuance of the technical attachments to the External and Internal Consortium Agreements • Technical interface management towards the client through BSM, internal and external partners. • Issuing optimisation/decisions follow-up documentation. • Coordinating the assessment of local regulations and necessary permits. • Definition of the degree of modularisation and prefabrication in line with the erection strategy. • Implementation of procurement concept defined by BSM in co-ordination with procurement department. • Ensuring project scope completeness and technical integrity • Tracking of project objectives and initiating corrective actions where required. • Technical presentation of projects to customers and ALSTOM power groups. • Performing and controlling the engineering project filing system. • Control of Plants technical tender preparation expenses versus budget. • Supporting the BSM in project strategy, in cost estimations, in influencing of specification, technical presentations. • Technical support in preparing the BID no BID meeting. • Analysing the technical specification, developing the project guidelines. • Input to project execution strategy in coordination with the project management department under the overall lead of the BSM and approved by the execution centre managing director.
Qualifications/Requirements: • Minimum age approx. 35 years. • Systematic development as Project Manager (“early process orientation”). • BS- or MS-degree in engineering or equivalent, mechanical, thermodynamics. • 5+ years of experience in international industrial plant or power plant business (engineering or site issues). • 3+ years of experience in Power Plants Tender or Project Management in Power Plants or major industrial plants, including time scheduling, cost control • Entrepreneurial attitude and appearance, cross cultural abilities. • Flexible, adaptable to other people and to different situations, open minded. • Independent, performance orientated. • Trustworthy, reliable, loyal. • Ability to accept and deal with criticism, ability to cope with conflicts. • Ability to overall thinking, ability to deal with complex systems. • Strong personality (discipline, will, energy, work load, stress, persistency, stamina, courage, natural authority/dominance). • Common sense, sobriety, correctness, open-mindedness for new and unconventional ideas. • Ability to learn and to understand quickly. • Innovative and creative
Desired Characteristics: • Leading the technical tender kick-off meeting, the technical tender review meetings. • Detailed offer preparation schedule. • Preparation of the DOW with participants, internal and external partners. • Initiation and co-ordination of technical decisions within the project such as: cycle and equipment optimization based on input from BSM, selection of the main components based on input from BSM. • Coordination of the civil and construction engineering core team members to perform the civil and erection bills of quantities. • Ensuring complete and accurate technical offers and technical project documentation, finalization of document. • Ensuring the consistency of the technical deviations provided by each participant according to the overall project deviation strategy as defined by BSM • Input for the OTS and TTS in coordination with the planning department under the overall lead of the BSM • Technical guarantees (customer and partners), performance data in cooperation with the Performance Group. • Engineering cost calculation, in coordination with engineering department. • Detailed cost review for all faculties, with the corresponding Tender Engineers and Tender Group Managers, covering cost and other related attributes, technical cost drivers, faculty approval. • Definition of technical risks and evaluation of provision/contingencies in co-operation with the BSM, construction and procurement. • Technical inputs for risk reviews (risk log report): technical and performance checklists in cooperation with the BSM. • Support to BSM for analysis of costs/prices for non-Plant scope. • Evaluation of actual costs to target costs for ALSTOM internal and external partners in support of BSM. Tender follow up • Supporting the BSM in the analysis of the tender opening results, project winning strategy, customer questions and clarifications. • Leading of the technical tender negotiation with customers under the overall lead of the BSM. • Supporting the BSM in the formulation of the final contract. • Providing Technical, Cost and Guarantee Evaluation analysis to BSM for Tender Won/Lost analysis. • PCDB follow-up during cost validity period in coordination with procurement and construction. Transfer to execution • Preparation of the technical tender documentation and main correspondence exchanged with • customer and partner for handing over to execution. • Transfer of the technical part of the contract to the Project Engineering Manager. • Transfer of DOW • Transfer of the detailed structure of the costs “as sold” (PCDB) • RLF update • Ensuring the handover of all Plant faculties is done and handover protocols signed. • Change agent with strong credibility and influence in the organization • Basic knowledge of industrial management and industrial administration (commercial aspects of projects) including pro-forma calculations (Net Present Value). • Knowledge of contracting and the technical aspects of projects. • Attitude and talent to negotiate and make presentations. • Attitude to solve problems pro-actively, “customer focussed” oriented, risk minded and getting aware of risks. • Promote / influence innovative processes, general technical knowledge. • International experience. • Knowledge of the power plant systems including thermodynamics. • Knowledge of coherence, interconnections and interferences of the systems. • Knowledge of the market for the main components and main systems. • Experience with the project management tools/methods as cost calculation, time scheduling,DOW, risk management. • Ability to form and lead teams. • “Generator of Culture” within the team, good team player.
