To plan overall design, manage project design budget, implement design change process, supervise and coordinate all engineering activities required to execute the project, design done in house or by suppliers/subcontractors and ensure technical coordination of the Grid project.
To guarantee that optimized technical solutions (cost effective solution, ease of installation and operation of the systems) in line with Customer expectation are implemented by project engineering team and Partners and documentation delivered as per project general time schedule.
Project Engineering Manager is accountable for the proper performance of design in matter of time spent, deadlines, and quality. The field of intervention is linked to project strategy defined by Project Manager.
A PEM has the capacity to do technical management of a medium sized unit projects which are classified as medium complexity.
The impact of the project will have a significant effect on the unit.
The project operates in a limited international environment or national context with existing external or internal Customer.
Risks associated to the project exists and are mainly technical risks.
Accountable for task list definition & for provisional dwg list issue with submission dates.
Develop Design Time schedule with PM and integrate design milestones.
Ensure on-time delivery of design to stakeholders with suitable quality including Partner document.
Anticipate and mitigate delivery issues.
Lead & coordinate design team Define & maintain clearly objectives and priority of each design team in matter of time and time spent.
Supervise overall design execution program, set priorities.
Coordinate involved technical disciplines, in terms of interfaces, synchronization.
Give necessary input for management / monitoring detailed execution progress and short term plan.
Manage design workload plan and request resource arbitration.
Manage Project Design Budget in matter of design days.
Participate to project strategy elaboration with PM.
Manage scope or design changes & prepare related claims and VO to be approved by PM l.
Inform of design issues throughout execution.
Updates risk assessment related to design & applies mitigation plan when required.
Participate to project risk cession.
Manage design issues up to resolution.
Prepare or review technical specifications and basic document to enable procurement of main items and plant detailed design.
Check effectiveness of design against delivery of contract requirements within project budget and look for global cost optimization in all design phases and mainly during basic design.
Get or give support to insure compliance to technical "state of the art" and applicable standards & regulations.
